Chief Executive Officer

Katie is the CEO of Delivering Hope and has worked with the organization since 2013.  She has over 11 years of consulting experience in various international settings ranging from strategy projects in the United Kingdom (UK) to evaluating public policy in the Middle East.

Katie currently works for Kaiser Permanente as a Business Consultant Lead. Prior to joining Kaiser, she was a Management Consultant at Accenture in the UK / Ireland Health & Public Service and worked several years at the London School of Economics as a Public Policy Consultant. Throughout her career she has partnered with many clients across the private and public sectors to develop strategic policy recommendations, optimize business processes, and improve efficiency. Examples include - the United Nations Relief & Works Agency, European Bank of Reconstruction and Development, National Health Service (NHS) Digital, and several large pharmaceutical companies.

Katie’s passion is driving change in reproductive health to improve access to care, patient experience, and reduce health system waste. She holds a Bachelor of Science in Health Policy and Administration from the Pennsylvania State University and an MSc in Health Policy, Planning and Financing from The London School of Economics (LSE) and The London School of Hygiene and Tropical Medicine (LSHTM).

Founder, Chief Medical Officer

Carmen Stellar, MD is a full spectrum family physician who lives and works primarily in Ventura County, California. She founded Delivering Hope in 2009, while an undergraduate at Stanford University.

After graduating, she was awarded a Fulbright grant to conduct qualitative research with the street-based sex worker population in Bogota, Colombia. While in medical school at Weill Cornell Medical College, she completed an internship at the World Health Organization in Geneva, Switzerland, and was the Executive Director of the Weill Cornell Center for Human Rights, a student-run clinic dedicated to providing medical evaluations to people seeking asylum in the US. She completed her residency in Family Medicine at Ventura County Medical Center, and went on to complete fellowships in High Risk Obstetrics and Global Health at VCMC. She was awarded the Certificate of Knowledge in Clinical Tropical Medicine and Travelers' Health by the American Society of Tropical Medicine and Hygiene in 2021. When she is not working in Ventura, she can be found working in at a critical access hospital in Modoc County, CA, or in the countries of Colombia, Guatemala, or Liberia.
